MINUTES of the meeting of BOBBINGTON PARISH COUNCIL held on Wednesday 21st November 2007 at Halfpenny Green Vineyards.

92. APOLOGIES:
There were no Apologies for non-attendance.
93. DECLARATIONS OF INTEREST:
There were no declarations of interest.
94. MINUTES:
RESOLVED that the minutes of the meeting of Bobbington Parish Council held on 17th October 2007, a copy having previously been circulated to each member of the Council, be approved and signed by the Chairman as a correct record.
95. MATTERS ARISING
i. Allianz Cornhill have written to the police in respect of the driver of the vehicle, a response is awaited.
The Chairman reported that he had again spoken to Highways. Unfortunately there are no funds left for the current financial year to provide assistance to the Parish Council.
The chairman reported that there were two alternatives; the first to place a chicane at each end of the village with reflectors only, this avoids the electrical costs, and would cost £5,000 per pair. The second would involve the pavement being brought out slightly and yellow warning signs to show the road narrows. The cost would be similar.
Highways had stated it might be within their scope to provide assistance next year. If funding is required, a letter must be sent stating the requirements and requesting a layout of costs. The police will need to be consulted once plans are drawn up.
It was questioned whether reflectors would be sufficient measure to calm the traffic.
Cllr. Mrs. Kellett reported she had spoken to several parishioners who would support traffic calming measures.
The Clerk reported that a further update was awaited.
The Clerk had spoken with Gareth Jones who confirmed that an enforcement notice was being issued in respect of the static caravans.
Gareth hadn’t had time to look at the letter concerning the Cessnor Citation.
It was agreed that a letter signed by the Chairman and Vice-Chairman, be sent to Mr. Levesley, requesting he expediate the responses to the requests.
96. HIGHWAY MATTERS
Hedges
The Clerk reported she had spoken to Steve Millings, who stated that Highways would cut overgrown hedges. However, it is a task for their maintenance crews, who are very busy.
Red Strips
Steve Mellings acknowledged that there are problems with the red strips in the village. The repair work will have to wait until the Spring, as it is the wrong time of year to be starting such work.
Flowers
It was agreed that a letter of thanks be sent to Linda at Haven Nurseries, who has planted and supplied the plants around the Bobbington sign and outside the Post Office.
Cllr. Mrs. Kellett reported that the spring bulbs had been received. Alan Robins has now planted them.
Flooding
It was noted that the flooding near Bannockburn had been resolved, all those involved should be congratulated.
It was also noted that Highways had done a good job with the flooding outside Gospel Ash Methodist Church.
97. REPORTS FROM COMMITTEE REPRESENTATIVES
Church of the Holy Cross –
Cllr. Mrs. Humphries reported that no applications had been received for the house duty position. It would be advertised again in January.
Village Hall –
Cllr. Mrs. Kellett thanked the Parish Council on behalf of the Village Hall committee for their recent donation.
Airport Consultation Committee
It was reported that the Clerk of Claverley had heard that the number of agencies involved in consultations was to be reduced but involvement with Parish Councils was to increase.
Cllr. Jones reported that the Chairman of WAAG had requested a new contact within the Council due to Norman’s retirement. Cllr. Kimbley agreed to perform this role.
98. RISK MANAGEMENT ASSESSMENT
It was agreed that the Risk Management Assessment would be passed around for comments and approved at the next meeting.
99. FINANCE
The following payments were proposed by Councillor Snelson and seconded by Councillor Kimbley.

101. AIRFIELD MATTERS
Cllr. Jones reported on the RSS Developments. There are two issues, the comparison to Coventry and the use of the word complement. A letter has been sent to Rose Poulter, and a response received albeit unacceptable. Cllr. Jones agreed to notify Ms Poulter of this.
Cllr. Jones requested that another Cllr. attend the WAAG meetings. Although possibly retiring from the Parish Council due to re-location to Chorley Cllr. Jones is still a WAAG member although it is thought important that there is a representative from the Parish Council. It has already been agreed that Cllr. Kimbley attend.
Documentation had been received from the AEF in respect of a consultation reviewing the CAA, this was passed to Cllr. Kimbley
102. CORRESPONDENCE
Mr. W Hayhurst had written a letter of thanks for the wine gifted to him for the completion of the internal audit.

103. ANY OTHER BUSINESS
It was suggested that a donation of £50 be made to the older generation of the village. Money is regularly given to the church and school, but these people receive nothing. It was thought there would be a meal for the Elderly. The Cllr’s were to speak to those involved in the organisation.
Cllr. Jones reported he had received a letter of thanks from Sir P Cormack MP for his contribution to the Parish Council over the years, in particular in respect of the airport.
It was reported that the Recycle collection had left a trail of paper and broken glass last week. The District Council has been notified.
