MINUTES of the meeting of BOBBINGTON PARISH COUNCIL held on Wednesday 16th January 2008 at Gospel Ash Methodist Church Room.

 104.          APOLOGIES:  

There were no Apologies for non-attendance. 

105.          DECLARATIONS OF INTEREST

Councillor Snelson declared an interest under item 114a (Salters Hall Farm & Leaton Park) 

106.          MINUTES:  

RESOLVED that the minutes of the meeting of Bobbington Parish Council held on 21st November 2007, a copy having previously been circulated to each member of the Council, be approved and signed by the Chairman as a correct record. 

107.          MATTERS ARISING 

a.      95a Replacement Bench 

Allianz Cornhill have contacted the Police, who, despite extensive enquiries were unable to prove that the vehicle reported had been involved in an accident. Therefore Allianz Cornhill are unable to proceed further without additional evidence. The Councillors agreed that the Chairman should contact Duncan Martin, who witnessed the accident. If he was able to state that there was damage to the vehicle the matter could then be discussed with the chief constable. 

b.      95b “Please drive carefully” sign and Traffic Calming 

Cllr. Mrs. Kellett suggested a 20mph limit outside the school as in Wallheath. It was however agreed that this would be difficult to police. It was agreed that the flashing speed indicators are the most effective method available. Cllr. Edwards informed the meeting that these are in high demand, there is currently a waiting list. The Clerk was asked to contact Highways asking for advice on the best way to proceed and the availability of funding. 

c.       95c 7 Six Ashes Road  

The Clerk reported that Gareth Jones had reported that there had been a discrepancy with the information, however it was hoped the enforcement notice would be issued in due course. 

d.      95d Airport Planning Contravention Letter 

The Clerk had spoken with Gareth Jones who confirmed that John Baggot was now dealing with all airport matters, however John had been off sick, therefore the Clerk had been unable to make contact. The Chairman and Vice-Chairman, had sent a letter to Mr. Levesley, requesting he expediate the responses to the previous requests. Cllr Jones reported on a meeting between Steve Winterflood, David Giddings, John Baggot and himself. Separate minutes of this meeting have been provided by both Cllr. Jones and CPRE. In summary it was stated that the airport were using delay tactics in relation to the airport gates enforcement notice. A notice had been served in relation to the static caravans. The Cessnor Citation was not discussed.  

The following matters were also discussed RSS Phase 2 review, planning contravention notices and information available to the public, future development of the airport, Advantage West Midlands and the RAF Buildings in Perton.  

108.          HIGHWAY MATTERS 

Phone Boxes in Bobbington and Halfpenny Green           

The meeting was informed that the phone box in Bobbington had been vandalised several months ago. Cllr. Tudor has reported the damage, but no action has been taken by BT. The phone box in Halfpenny Green was also in a poor state. The Clerk was requested to write to BT and request the boxes be repaired as soon as possible.

Corbett School –  

Nothing to report 

Church of the Holy Cross –  

Cllr. Mrs. Humphries reported that the House for duty position was to be re-advertised this month. The vestry has been decorated.  The Headstones in the churchyard have all been checked to comply with Health and Safety legislation. Over 30 modern headstones could be tipped over. In the first instance a notice has been placed in the next issue of the Grapevine magazine, asking relatives to ensure their stones are stable. It was suggested that a notice be placed on the Church Notice board. 

Village Hall –  

Cllr. Mrs. Kellett stated there was nothing further to report. 

                  Airport Consultation Committee                       

      County Cllr. Edwards reported having sent two e-mails to Carol Evans without response. Mr Lesley has written on behalf of South Staffs Council. 
      Cllr. Kimbley has also attempted to contact  Mrs Evans without success.                 

110.          RISK MANAGEMENT ASSESSMENT 

It was agreed that Councillor Kimbley would make the suggested amendments to the Risk Management Assessment ready for approval at the next meeting. 

111.          PUBLIC QUESTION TIME

112.          PRECEPT 2008/9 

The Clerk distributed an Income and Expenditure Account to date and a comparison to Budget schedule. 

Cllr Snelson proposed a precept of £4,000, this was seconded by Cllr. Mrs. Tudor.

The following payment was proposed by Councillor Snelson and seconded by Councillor Kimbley.

The Clerk was asked to obtain a map of College Farm so that access points etc can be viewed.  

In response to Sarah Poxon’s letter re E-Planning applications, it was agreed that the clerk should request that correspondence by paper was the preferred method over electronic versions at the current time. 

            The Validation of Planning Applications consultation was discussed.  

115.          AIRFIELD MATTERS 

A letter had been received from Sir Cormack re Rose Poulter response. A copy letter had also been received from Dave Giddings to Rose Poulter.

117.          ANY OTHER BUSINESS 

Painting of the White railings at White Cross was discussed 

Cllr. Mrs. Humphries reported that Grapevine had made a plea for contributions. Cllr. Kellet commented on the Villager – a new magazine that had been delivered to the villagers. 

The Clerk asked whether a donation was to be made to Corbett School in lieu of room hire. It was agreed to put it on the Agenda for next month 

.           Cllr Mrs. Tudor informed the Councillors that a decision should be made in relation to local Post Offices by the end of the month
