MINUTES of the meeting of BOBBINGTON PARISH COUNCIL held on Wednesday 20th February 2008 at Gospel Ash Methodist Church Room.

118.          APOLOGIES:  

Apologies for non-attendance were submitted on behalf of District Cllr. R McCardle, Cllr. Snelson and Mrs. Karin Hampton (School Representative) 

119.          DECLARATIONS OF INTEREST

There were no declarations of interest. 

120.          MINUTES:  

a.       RESOLVED that the minutes of the meeting of Bobbington Parish Council held on 16th January 2008, a copy having previously been circulated to each member of the Council, be approved and signed by the Chairman as a correct record. It was noted that both the telephone box at Halfpenny Green and that in the village required attention from British Telecom.

 121.          MATTERS ARISING 

a.      107a Replacement Bench 

The chairman reported on his investigations into this matter. The police, our insurance company, the witness and the third party insurance company have been contacted. As a result Allianz Cornill has agreed to send a witness statement questionnaire to Mr. Martin and look into the matter further. 

b.      107b “Please drive carefully” sign and Traffic Calming 

The Clerk reported on a conversation with Mr. Steptoe at Highways. The first stage to any traffic calming measure is to ensure there is sufficient road lighting. Lamps are needed at intervals of 30 metres and would have to be extended to the start of the traffic calming measures. The lamp posts therefore define the change in speed limit. If additional lamps are inserted the 30 mph signs are moved to the edge of the lighting. Mr. Steptoe thought it unlikely that assistance with funding would be available, but this would have to be looked into. He would advise gateways for Bobbington, however there has to be sufficient visibility for these (60 metres) which may pose a problem at one end of the village. 

Bobbington does not qualify for the speed indicating devices. There are only 50 throughout the county. They are therefore in high demand. Staffordshire Highways determine the positions for these by the number of reported accidents occurring in an area. They are currently placing them where there have been at least four reported accidents in three years. Bobbington has only had one reported accident in the last three years. 

The Clerk was requested to contact Highways and ask if it is possible to move the 30mph sign towards White Cross crossroads as an initial measure, whilst the Council considered the other options available. She was also requested to ask about better signage at both ends of the village. 

c.       107c 7 Six Ashes Road 

Mr. Levesley had written to the Council stating that enforcement had been issued in relation to this matter and an appeal had been lodged. A decision on further action will be made when the outcome of the appeal is known. 

d.        107d  Airport Planning Contravention Letter 

Mr. Levesley had responded to the Council’s letter. They cannot locate the static caravans so have requested a meeting with a Councillor or the Clerk. Cllr. Mrs. Humphries had agreed to meet with Gareth Jones. 

The enforcement notice for the crash gate has been authorised and is to be issued shortly. 

In relation to the Cessna Citation Mr. Levesley stated that it would appear that movements of this jet are in accordance with the planning permission granted in 1978 which restricts movements to no more than 6 on any given day. The summary logs indicate there has been no breach. 

e.       Corbett Primary School 

It was agreed to donate £100 to the School in lieu of room hire. 

f.       114 a Leaton Park Farm 

Cllr. Mrs. Humphries reported on a telephone conversation with Val Davies from South Staffordshire Council Planning Department in relation to the appeal on the above property. Cllr. Mrs. Humphries had spoken with Cllr. Snelson and had been able to provide the requested information.

122.          HIGHWAY MATTERS 

Cllr. Mrs. Kellett reported she had contacted Mr. Harthill, the probation officer, to request their assistance with the white railings at White Cross Crossroads. They have agreed to spend 2-3 Sundays in April / May (to be confirmed) during which time they will paint the railings at White Cross and Halfpenny Green. Mr. Harthill will provide gardening tools however requested that the Parish Council provide specific road signs and materials. Cllr. Mrs. Kellett has arranged for the signs to be hired. The Chairman agreed to purchase the necessary materials.  

123.          REPORTS FROM COMMITTEE REPRESENTATIVES 

Church of the Holy Cross –  

Cllr. Mrs. Humphries reported that there had been no interest in the House for duty position. 

Village Hall –  

Cllr. Mrs. Kellett stated there was nothing further to report.

124.          RISK MANAGEMENT ASSESSMENT 

The amendments to the Risk Management Assessment were approved. The policy was adopted by the council. The Chairman and Clerk signed the document. 

125.          PUBLIC QUESTION TIME 

Mr. and Master Daniels, of 1 Gospel Ash Road, attended the meeting. They reported on recent problems they were experiencing with their next door neighbours. Mr. Daniels had put all of his concerns in a letter to the Parish Council, which was read to the Councillors.The Councillors were concerned by the reports being made, it was agreed that the Clerk would write to the relevant departments at South Staffordshire Council and ask them to investigate the matter further. It was also suggested that Mr. Daniels contact the RSPCA with his concerns. 

126.          FINANCE 

The following payment was proposed by Councillor Tudor and seconded by Councillor Kimbley.

Notification had been received in relation to the External Auditor.

The Clerk had obtained a map of College Farm which would be forwarded to the Councillors’ by e-mail. 

128.          AIRFIELD MATTERS 

Having attended a WAAG meeting, Cllr. Jones reported on a planning application made by Burton Airfield 12 months ago. Permission had only been granted for part of the development i.e. that involving aviation; the other part of the application was to be subject to normal planning procedures. 

A WAAG newsletter had been received, recommending that its members write to Rose Poulter with their concerns. It was agreed that although the Council have already responded Councillors’ could write in their own capacity. 

Cllr. Kimbley reported that he had spoken with Carol Evans from the Airport Consultative Committee. She is leaving shortly. They are developing a new protocol as the current is not considered useful. She hopes there will be a meeting soon. 

Details of a one day workshop run by AEF were provided to the Cllr.’s
