MINUTES of the meeting of BOBBINGTON PARISH COUNCIL held on Wednesday 23 September 2009 at Gospel Ash Methodist Church room.

320. APOLOGIES:
Apologies for non-attendance were submitted on behalf of Cllr. Mrs. Jones and Karin Hampton.
321. DECLARATIONS OF INTEREST:
All councilors, with the exception of R McCardle and S Homer expressed an interest in item 328a.
322. MINUTES:
RESOLVED that the minutes of the meeting of Bobbington Parish Council held on 15 July 2009, a copy having previously been circulated to each member of the Council, be approved and signed by the Chairman as a correct record.
323. MATTERS ARISING:
The Councillors decided against membership
b. Risk Management Policy and Risk Assessment comments from Internal Auditor
Mr. Hayhurst’s letter was read by the chairman. It was agreed to amend the wording of the policy document to state “The Internal Auditor will be notified of any decision contrary to the Clerk’s advice”.
c. Yew Tree Farm, Gospel Ash Road
Cllr. McCardle agreed to speak to Lucy MacDonald about this issue.
d. Hedges in Watery Lane
The hedges have still not been cut. The Clerk had written to Highways, however no response had been received. The Clerk agreed to call David Wright and discuss the matter as the Lane is becoming dangerous and cars risk being damaged. The Cllrs were concerned given the imminent markets; from the plans received it appears the entrance/exit will be along Watery Lane.
e. Memorial Cllr. Dawn Kellett and Frank Kellett
The Chairman had ordered a brass plaque from Wombourne and Kinver Memorials.
f. Tree on way into village
Cllr. Mrs. Humphries reported that she and Cllr. Snelson had looked at the tree and concluded the weight of the recent rain had been the cause of concern, therefore she had not consulted Mark Overton at the current time.
324. HIGHWAY MATTERS
A letter had been received in respect Neighbourhood Highway Teams. Cllr. McCardle reported the scheme was working well and had received much praise. The number for the priority response service for Parish and Ward Councillors is 0800 232323. If you mention you are representing your Parish Council your comments will be passed to the new Community Liaison Manager who will develop a programme in consultation.
325. REPORTS FROM COMMITTEE REPRESENTATIVES
Corbett School: Cllr. Snelson reported that the work completed over the summer had been finished in time for the new term. The new Classroom was finalised within a couple of days of the start of term. Mrs. Southall has her own office and there is a Community Room for staff. All are extremely happy with the overall result.
The Headmistress and Governors will be submitting a new planning application in the near future to extend the driveway, this will assist parking and the movement of grass cutting equipment.
Church: Cllr. Mrs. Humphries reported that the recent applicant for the vacant position had withdrawn prior to interview.

329. AIRFIELD MATTERS
No response has been received from Sarah Poxon in respect of the letter concerning the withdrawal of the CLEUD application. The Clerk agreed to follow this up.
The clerk had written to both the airport management and South Staffordshire Council in respect of two 19 seat jet aircraft seen at the airfield contrary to current regulations and recent engine testing of jets. Lucy MacDonald of South Staffordshire Council had agreed to investigate the breach.
The airport was recently closed for 2 days whilst the BBC filmed Survivors. Tenants have requested a refund of rent as they were unable to trade on these days, it is the Parish Council’s understanding that this was refused.
Saturday markets will be held at the airport for 13 weeks from 26 September. The organisers contact number is 01384 221770. Cllr. Kimbley requested that he be made aware of any problems incurred, so they can be raised at the Consultative Committee meeting.

The clerk was asked to respond to BT informing them the Parish Council wished to keep the phone box in working order. Tests have been carried out with a number of mobile phone operators which demonstrated there is little coverage in the area. Summaries show there have been 85 calls within the previous 12 months, a greater number of people may use the box if it were kept in a better condition.

Following Cllr. Mrs. Tudor’s recent retirement from the Housing Association, the Chairman thanked her for all her hard work over the years.
331. ANY OTHER BUSINESS
Mrs. Southall had suggested a future meeting be held at the school now the extension had been completed. It was agreed that the next meeting be held there. Cllr. Snelson agreed to arrange collection of the keys.
It was agreed that the November meeting be held at the Vineyards subject to Martin Vickers approval. Cllr. Mrs. Humphries agreed to arrange this.
Further to the poster currently on the notice boards, notifying dog owners of fines, in respect of dog litter, the Clerk had received a request for additional dog bins. Cllr. McCardle agreed to request the relevant people at South Staffordshire to contact the clerk.
The Clerk had been informed that public footpaths around the parish are overgrown. The Clerk was requested to contact Staffordshire County Council.
Cllr. Mrs. Humphries informed the meeting tickets are available for the Harvest Super (28/9/09) and “a handful of straw” (22/10/09).
